Deciding what goes where and what is to be included is quite a daunting task especially if there are many strong willed individuals in the group. Each member feels that their input is the most important and if a group chairperson is not delegated to make the final decision the project could end up with what is known as "Scope Creep". As its name suggests, having no tight control on the scope and the limitations of information to be included, allowing group members to have a free hand to include what they want and the project is in jeopardy of being overloaded with superfluous matter that detracts from the original purpose for the site.

This would be the ideal opportunity for the use of a storyboard, a sketch of how the site should look and where on screen the various elements will be placed. It is also at this stage that the design requirements will consider what type of equipment that the target audience will have, known as the delivery platform, what type of web browsers will the site be viewed on, the connection speed of the user especially if audio or video were to be included and whether server side technologies or other programming techniques are to be considered.
